End the Crisis of Unwanted Dogs Being Bred and Killed in the UK

To the Government of the United Kingdom,

Currently, in the UK, thousands of young and healthy dogs are killed every week due to an absence of appropriate dog breeding laws and accountability.

With rescue centres being full, many unwanted dogs end up in local council pounds. Because there is no direct rehoming, after 7 days these dogs are euthanised to make space for the latest unwanted dogs that will soon suffer the same fate - and so on, and so on, and so on.

To improve the unwanted dog situation in the UK, changes are required that:

  • Help prevent dogs being bred for monetary gain.
  • Force breeders to carefully place their pups with appropriate owners.
  • Significantly reduce the overbreeding of pups.
  • Significantly reduce the number of poorly bred pups that are afflicted with lifelong health issues.
  • Eradicate the current, inexcusable situation where thousands of healthy dogs, many of which are very young, are being killed every week - all whilst more pups are being bred to perpetuate this cycle of euthanisation.
  • Help prevent the exploitation of large dog breeds, so there is no need for them to be added to the Dangerous Dogs Act.
  • Help reduce the number of dog-related fatalities.
  • Help reduce the number of dogs being abandoned, abused and neglected.
  • Significantly reduce the burden bestowed on the rescue centres, and thereby improve the mental wellbeing of those working in animal rescue.
  • Significantly reduce the need for council run dog pounds.
New laws are urgently required that:
  • Enforce any person that breeds a dog to hold lifelong accountability to it.
  • Make it illegal for breeders to have a healthy dog euthanised.
These new laws should apply regardless of the dog's breed, age and whether or not the breeding was intentional, and could be implemented as follows:
  • All pups born after a specified date would have to be registered with a vet who would oversee the microchipping of the pup, with a strict owner-identification process being adhered to.
  • Any person owning an unchipped dog born after the specified date will be committing a criminal offence that would result in a significant fine and a legal obligation to disclose where the pup originated from. This will help prevent dogs from being bred on the black market.
  • Any person buying or rehoming a pup would be registered as the lifelong foster carer; any unwanted dog must be returned to the breeder stated on the dog's microchip.
